 The 167 refers to the three numbers involved. The wing is 17 in r6c4, 16 in r2c4 and 67 in r6c2. R2c2 sees both of the 6s so it can't contain a 6.

 After you get rid of the 6, only one 6 remains in box one and things will fall out as you continue from there.

 Well, you don't get rid of the 3 because that cell ends up being solved for 3.
 After eliminating the 6 you solve r1c3 for 6. That takes out the 6 in r6c3, leaving r6c2=6. After that the only 7 in row 6 is r6c4. After solving that for 7, you can solve column 4 which leaves r2c4=1 which takes out the 1 from r2c6, leaving only the 3 in that cell.
 
 Hope that's clear enough.
 
 However, if you meant how to get rid of the 6 instead of the 3, then see arkietech's post above.
